Yes in some places but not everywhere. However, max. allowed traffic speed is 50 km/ph so these switches is not guarantee to go faster as allowed.
Still, these new switches allow to go faster than old ones. For example in Tallinn these new switches are almost everywhere and in some cases it helps to make route a minute or two faster.
