On one hand there is neither any money to buy new low-floor trams nor to modernise the tracks accordingly; on the other hand they can't buy used trams which would be appropriate for this network. The only solution - until Khosny Mubarak either changes his mind or kicks the bucket - is to modernise existing vehicles. You are therefore looking at the skelet of a Duewag built locally.
